Charles “Chuck” Hilger, MSW, LADC, is Chief Executive Officer for White Earth Nation’s Urban Behavioral Health Programs and President of Hilger Behavioral Health Consultants. He has more than 30 years of counseling, administrative, regulatory, and executive leadership experience in behavioral health, with specialized expertise in substance use disorder treatment, mental health services, medication-assisted treatment, harm reduction, compliance, program development, and organizational leadership.
Chuck has led large-scale behavioral health operations, developed integrated service models, trained thousands of professionals, and worked extensively with state agencies, legislators, providers, community organizations, and national advocacy groups to improve access to recovery-oriented care. He is a former adjunct faculty member in Argosy University’s Master of Clinical Psychology program and a graduate of the University of St. Thomas/St. Catherine University Master of Social Work program.
He is Past President of the Minnesota Association of Resources for Recovery and Chemical Health and serves as Treasurer for NAMA Recovery and Anything Helps, a Minneapolis-based recovery community organization. He regularly presents at conferences, workshops, and academic institutions on behavioral health leadership, SUD/MH recovery, MAT, regulatory compliance, and culturally responsive care.
